When Router-NetBSD or Router-OpenBSD, received ICMPv6 Echo Requests with 1500 bytes,
they will response and fragment ICMPv6 Echo Replies within MTU 1280 bytes,
even if the router is configured by using this command "ifconfig wm0 mtu 1500".

Reverse Communication is used: Echo Request is sent by TAR_Router1 to REF_Host1 (thus the Packet Too Big is triggered by the Echo Request instead of a Echo Reply).

When Host-FreeBSD, Router-NetBSD, Router-OpenBSD needs to send fragmented packets,
it will drop the first fragmented packet,
which results in the first ping to always fail.
