That is ping from TAR-Host1 to REF-Host2. TAR-Host1 attempt to send the Echo Request with fragment estimate path MTU(1500) and perform ICMPv3 Packet Too Big Message from Router. After it send Echo Request lower its path MTU estimate(1280) with fragment.
